Why is cfe-metiers.com refusing my postcode?

I am trying to register on but I am getting the following message when I put in my postcode. Do you know if this normally happens?
The competent CFE for your location does not allow the entry of online reporting. You can download the forms and contact your Chamber of Trades and Crafts.
