What does Attestation Dispense de Versement refer to?

I found this when re-organizing my auto-entrepreneur files. It’s an Attestation Dispense de Versement from URSSAF dated 15 March 2011, and it lists some names and addresses:
Fonds Interprofessionnel de Formation des Professionells Lib茅raux (FIF-PL). Fonds Interprofessionnel de Formation de la Profession M茅dicale (FAF-PM) which is only for doctors Association de Gestion du Financement de la formation des chefs d’entreprise (AGEFICE).
Does this have any connection to the Formation Prof. Activit茅 Lib茅rale (code 578) where I pay 20% tax on my quarterly revenue? I am wondering what the exemption refers to?
