What are the regulations for a campsite, fishing lake and tables d’hotes?

I am planning on starting my first season this year as a small campsite of 6 emplacements.
- Apparently I need to inform my local mairie that I wish to start this campsite. Research (APCE) tells me that because I plan on having no more than 6 guests at a time I don’t need planning permission. How do I find out which forms I need to hand in? Is there a chance it could be refused?
- The campsite will be based around fishing, i.e. guests will be camping around a lake. I wanted to register as a campsite because I believe the activity is considered accommodation and therefore comes under the E80,000 limit. Insee also suggests this would be the correct activity for the business . Will registering as camping only and making my contributions accordingly be considered acceptable even though the reason people will be camping is for the fishing.
- I would also like to offer a meal option, and run a Table d’hotes for those camping. Is this considered a commercial activity or a service?
- I would also like to know what the health and safety rules and regs are surrounding this.
