ME registration - timing

I am relocating from UK to France at the end of August and intend to register as a micro-entrepreneur (鈥淢E鈥�) - professions liberals.
On arrival, I intend to acquire a domiciliation address and would prefer to register the ME business straight away as there is a possibility that I might commence a contract almost immediately. However, it is also possible that I will not commence work until early 2020. Are there any time restrictions I need to consider 鈥� either in terms of (i) a prerequisite time-in-country prior to registration or (ii) number of months a ME business can report zero turnover before jeopardising its ME registration?
