Electronic invoicing

Please can you clarify who the electronic invoicing will apply to next year? Is it all businesses or is it being rolled out to certain types / sizes initially? Lastly, do you know how we are meant to do this? I bank with Shine and they seem to be pushing invoicing through their app. Do I need to worry about this yet?
