Do I have to pay Cotisation Financi猫re des Entreprises?

I registered as an auto-entrepreneur in February 2009, and opted to pay Tax as impot liberatoire. I have had turnover for all but one 3 month period since I started. I’ve received a Cotisation Financi猫re des Entreprises bill (not a form) for 2010. I’m confused as to whether I should be paying this. I’ve found two references on this website. One says you’re exempt for three years regardless of turnover, the other says only if you’ve had no turnover.
