Business Plan approval by ANEF

Bonjour Valerie,
As part of my plan to move to France, I submitted my business plan to ANEF for approval to be able to attach it afterwards to my application for a Visa Lib茅rale.
ANEF rejected my submission because I did not have an address with a rental contract as proof. I told them that the company or operation had not been established, awaiting my arrival in France. They insisted that an rental contract would be needed.
I am thinking to get a 鈥淒omiciliation d鈥橢nterprise鈥� with . I wonder if you think this would suffice or if you would have a different idea that you can suggest.
I will be delighted to send you a copy of my business plan in case you wish to review it.
